Abstrak
Penelitian optimalisasi alokasi air tanpa mempertimbangkan tarip sebagai masalah yang dihadapi. Tujuan studi untuk memperoleh hasil optimalisasi alokasi air dengan mempertimbangkan tarip. Cara studi meliputi: aplikasi optimalisasi linier pada seluruh sistem sungai yang mempunyai 13 waduk besar yang tiap waduk rata-rata melayani 5 pengguna utama (Irigasi, PLTA, Pengendalian Banjir, Industri dan Air Minum); penentuan alokasi air sebagai variabel y, tarip sebagai variabel x; pemodelan alokasi optimal dan tarip minimal; pembahasan; dan penarikan simpulan. Hasil studi diperoleh alokasi optimal dan tarip minimal pada 3 simulasi dengan Model 1: Alokasi Naik Harga Turun: Y =250.88x-0.3315, Model 2: Alokasi Naik Harga Naik: Y = 0.09x0.91, dan Model 3 Harga Sebanding dengan Pendapatan: Y = 0.09x0.90.
Abstract
Research optimal of water allocation without considering the price of water is problem faced. The objective of the study is to find out optimal of water allocation with water price in the consideration. The method of the study consists of linear applying optimal on the whole river system that has 13 large dams; each of which serves 5 main usage (irrigation, electric generating, flood control, industrial and domestic need), determining water allocation as the y variable, price of water as the x variable, modeling optimum allocation and minimal price of water, discussing, and drawing conclusion. The result of the study shows the following optimum allocation and minimal price of water on 3 simulations: Model 1, Increased Allocation, and Decreased Water Price, with Y = 250.88 X -0.3315; Model 2, Increased Allocation, and Increased Water Price, with Y = 0.09 X 0.91; Model 3, Water Price is Proportional to Income, with Y = 0.09 X 0.90.
